Open call for artists in exile from Ukraine, Russia to participate in cultural exchange program
Since 2017, the Ministry of Culture has been launching cultural exchanges and collaborative projects between the regions of West Asia and South Asia with Taiwan, to encourage collaborative production and two-way exchanges between art institutions in Taiwan and West and South Asia. In response to the international situation, Taiwan is reaching out to refugee artists from Ukraine, Russia, or other areas that are affected by war in order to protect the global artistic talents. This current open call will accept submissions from now until June 30, 2022.

The Ministry of Culture said that the global cultural exchange program has been severely impacted by the pandemic over the past two years, and the set of border control policies implemented by Taiwan's government was successful in preventing the spread of the pandemic. However, it is impossible for Taiwan to stay on the sidelines in the wake of the crisis. To support the Ukrainian and Russian art communities, MOC encourages Taiwan's art and cultural institutions and organizations to invite artists in exile to Taiwan to participate in exhibitions, exchanges, research, serve art residencies or other related projects. In view of the rapidly changing global situation, applications will be evaluated on an ongoing basis to achieve efficiency.

The application portal is now open and applications will be accepted through June 30, 2022, at 5 pm. All public and private colleges and universities, academic institutions, legal entities and private organizations established or registered in accordance with the laws of Taiwan and interested in accepting refugee artists from Ukraine, Russia, or other areas that are affected by war can also apply for this program.
