Taichung Qing -Shui Art Village was founded in 1949. The name of the military residence was initially called "Xinyi New Village," which belongs to the Air Force logistics unit.
Qing -Shui Art Village applied for the "Military Old Dependent Village Cultural Preservation" project and was approved by the Ministry of National Defense. In 2012, it was accepted as one of the thirteen dependent village cultural preservation projects in the country.

To continue the "living" field context, Qing -Shui Art Village initiated a "Military Dependent Village+ Art+
Archaeological site "project. The project proceeds in three phases. In the first and second phases, it sets up a Craft Culture and Military Dependent Village Culture Preservation Base. While the third phase will establish a ceramic art area, picture book story park, environmental theater, and a
archaeological park museum, the forth will build an international art settlement for domestic and international artists to experience art residency. There are exhibition and performance areas, galleries, studios, workshops, and a lounge.

Taichung City Government hosts the "Taichung Qing -Shui Art Village Art Settlement" program. Not only it expects to found an artistic and cultural exchange platform for domestic artists, but it also cultivates Taichung and national artists. By adapting to the local condition, the artists will develop, continue, and carry out results that can have interaction and dialogue exclusively with the "art logistic field," which stirs up different layers of historical and spatial memory in the art settlement.

Because the village belongs to the Air Force logistics unit, most of the old residents were employees of the engine and parachute repair factories. They have professional skills in repair and sewing. "Taichung Qing -Shui Art Village Art Settlement" program has recently adopted the theme "眷" (means family dependency or feel nostalgic) to call for works. To continue and reflect the historical art craft background, the program uses " Contemporary art/craft / Kinetic art " as the primary medium and form to intervene in the space. It enriches the historical depth and cultural connotation of the art village.
